WORCA is an incorporated non-profit society, dedicated to ensuring mountain bike trail access while providing a wide range of other services to the community.

Overview 

The WORCA Trails and Planning Administrator will lead the implementation of a comprehensive trail administration strategy and will oversee the budget related to trail management. This position will administer the planning, reporting and budget management related to WORCA’s work to maintain the local trail network, as well as working with the Ministry of FLNRORD (including Recreation Sites and Trails BC), the RMOW, Whistler Blackcomb, Cheakamus Community Forest and other land managers and stakeholders to make the necessary applications to obtain the required approvals for new trail development.

Reporting Structure

The strategic direction is set by the Board of Directors (the “Board”) and the Trails and Planning Administrator reports directly to the Executive Director for all work committed. 

Performance Expectations and Duties

The Trails and Planning Administrator will implement the policies set out by the WORCA Board as part of the strategic vision of the organization and will adhere to the direction and procedures of the Executive Director. He/she will represent the WORCA Board and members' interests in an accurate and responsible manner at all levels of stakeholder relations.

Specific Skills required

  • Working knowledge of GPS devices and software, and related mapping skills. Experience in GIS (ArcGIS Shapefile or open source equivalent - QQIS) preferred.

  • Significant administrative skills necessary - use of Google Office Suite (Docs, Sheets, Slides, Drive) essential, and Quickbooks experience preferred but not essential.

  • Knowledge of trail building / maintenance fundamentals is preferred but not essential. 

  • Significant practical knowledge and understanding of systems, policies and processes for provincial and local land use policy. 

  • Experience in managing and administering employees, including knowledge of employment laws and WorkSafe BC standards.

Responsibilities

Administer:

  • Responsible for all budgets pertaining to the trails program. 

  • Administer WORCA Trail Crew - collect and review timesheets, manage staff payroll, compare actual numbers with the budget, submit accurate and timely invoices to the Executive Director. 

  • Ensure training structure and safety practices are developed and followed by trail crew and contractors. 

  • Contractors: create RFPs, manage contractors, hold contractors accountable, review invoices and submit to the Executive Director.

Report:

  • Create a comprehensive reporting database record of all inspection, maintenance and other works committed by WORCA (including trail crew, volunteer nights and contractors). It will be necessary for the Trails and Planning Administrator to develop an asset management system using existing systems or to develop a process for this.

  • Monitoring and updating all information in Trailforks for trails that WORCA is responsible for. 

  • Annual trail counter program - develop, record and report to Board and multi-agency shared data program.

  • Annually create comprehensive and accurate reporting documentation for WORCA's Fee for Service agreement with the RMOW to maintain WORCA managed trails. 

  • Monthly report to the Board, summarizing activities. Weekly contact with the Executive Director for on-going business.

Planning:

  • Work with the appropriate authorities and parties to ensure that WORCA's managed trails have the appropriate designations as defined by provincial recreational trail policy and Whistler Trail Standards.

  • Coordinate with the Province to develop a process for authorizing the existing trail network.

  • Draft and submit the annual trail maintenance plan - collaborate with the Trail Crew Supervisor to determine recommendations, submit to Board each fall for review, and plan deployment.

  • Work with the Executive Director and President to manage existing Fee for Service reporting and to secure future trail maintenance funding. 

  • Submit new trail proposals to the Province - map, compile submit, process, liaise and track.

  • Work with the Executive Director and Fundraising Director, to explore and establish additional sources of financial support for trail maintenance and new trail construction.

Represent:

  • Represent WORCA at all stages of the development of the forthcoming RMOW Recreational Trails Strategy (RTS).

  • Be present at all meetings for the Trails Planning Working Group (TPWG) and the Forest and Wildland Action Committee (FWAC) as well as regular RMOW trails meetings (to be developed and nurtured).

  • Chair and act as secretary for Trails Committee meetings. 

  • Liaise with events groups and uphold WORCA Events Trails Policy (primarily Whistler Blackcomb/EWS, WORCA Toonies, WORCA Special Events, WAM).

  • Represent the WORCA Board and members’ interests in an accurate and responsible manner at all levels of stakeholder relations (e.g. RMOW, FLNRORD, Cheakamus Community Forest, First Nations, Whistler Blackcomb). Develop greater and lasting relationships with other local government bodies, interest groups and stakeholders.

Benefits

Salary: $30-$34 per hour depending on experience.

Schedule: Part-time, year-round. 20 hours per week.

Start date: January 2021.

Work location: The Trails and Planning Administrator will work primarily from their personal residence and will require their own computer and internet access.
